On December 30, 1999, Putin published “Russia at the turn of the Millennium”, putting forward the concept of “NewRussian thought” for the first time. Its core elements are summarized as patriotism, the concept of a powerful country, national consciousness and social unity. Russia used to be a powerful country. The Russian people need to recover their national self-esteem, self-confidence and pride from the country’s history and cultural tradition. The “Sobornost” in the orthodox culture coincides with Putin’s new Russia thought. “Sobornost” is also reflected in Putin’s policies to revive “traditional Russian culture”. The patriarch of the Russian Orthodox Church has begun appearing at presidential inaugurations and at important diplomatic events. At the end of 2004, Russia adopted the “RussianMilitary Honor Day” amendment, November 4 was determined as the «National Unity Day». Multi-ethnic Russia also attaches great importance to the preservation of different ethnic cultures. To sum up, it’s similar that both China’s “harmony culture” and Russia’s “Sobornost” value harmony, unity and harmony in diversity. On the other hand, “harmony culture” focuses more on harmony and eliminating disharmonious factors, while “Sobornost” focuses more on unity, solidarity, tolerance, cooperation. In today’s world, both China and Russia attach great importance to absorbing nutrients from traditional culture, drawing on the “source of vitality”, and carrying forward and innovating traditional culture.
