This looks like a preachment against killing living beings, as murder can be followed by retribution, this may be a kind of a popular Buddhist sermon. The scene in the lower part of the picture shows a man with a bow, who has taken a shot at a bird, but the arrow did not hit the bird and is flying edgewise to a dog/wolf; a serving boy is trying to catch an escaping deer.
